Barbara Jordan Conference Center Monday, October 20 9:00 a.m. – 9:30 a.m. 9:30 a.m. – 10:15 a.m. Content: This session reviews the barriers to and possible approaches for enacting universal health care in the United States, by reviewing an historical account of the ebb and flow of American health policy over the past 40 years, highlighting for each of the four major eras the critical issues, major programs and policies adopted, major intended/unintended side effects, and intervening political realities. 10:15 a.m. – 10:30 a.m. 10:30 a.m. – 12:00 p.m. Content: This session looks at the role of the White House in health policymaking and how it relates to health-focused and non-health focused cabinet-level agencies. Panelists also discuss the office of the Secretary of Health and Human Services, the Assistant Secretary for Planning and Evaluation, the Public Health Services agencies, the Centers for Medicare and Medicaid Services, and independent federal agencies and other executive branch agencies focused on health. 12:00 p.m. – 1:30 p.m. 1:30 p.m. – 3:00 p.m. Content: This session reviews the congressional timetable and processes, as well as the role of congressional staff and agencies with specific examples of legislation on health programs. 3:00 p.m. – 3:30 p.m. 3:30 p.m. – 5:00 p.m. Speakers: Content: This session discusses the many sources of information for policymakers and reviews several key types of resources including research organizations, journals, and congressional support agencies. Tuesday, October 21 8:30 a.m. – 9:00 a.m. Content: An informal discussion among participants. Topics for discussion will be determined by participants and may include the presentations from Day 1 of the orientation, current issues in health policy, and careers in health policy. 9:00 a.m. – 10:30 a.m. Content: This session presents the big picture of federal budgeting, its players, and the formal and informal budget processes, as well as how budgets influence policy and how tax cuts and budget deficits drive the policy agenda. 10:30 a.m. – 11:00 a.m. 11:00 a.m. – 12:30 p.m. Content: This session focuses on the role of courts in health care, discussing the use of the legal system to regulate health care and health care delivery. The session also looks at current health care cases that have been elevated to the Supreme Court. 12:30 p.m. – 2:00 p.m. Content: This session looks at how the public perceives health issues and reviews recent polling data. 2:00 p.m. – 4:30 p.m. Content: As the capstone to Day 1 and 2, this session will review mental health parity in light of earlier presentations on the three branches of government, federal budgeting, public opinion, and knowledge brokers. Wednesday, October 22 8:30 a.m. – 9:00 a.m. Content: An informal discussion among participants. Topics for discussion will be determined by participants and may include the presentations from Day 1 and 2 of the orientation, current issues in health policy, and careers in health policy. 9:00 a.m. – 10:30 a.m. Content: This session provides basic information on the Medicare program and reviews the key health policy challenges the program faces. 10:30 a.m. – 11:00 a.m. 11:00 a.m. – 12:30 p.m. Content: This session reviews the key health issues facing the states, including Medicaid, SCHIP, and health reform. 12:30 p.m. – 2:00 p.m. 2:00 p.m. – 4:00 p.m. Content: This session provides pointers for communicating effectively with decision-makers. Panelists will review writing decision-making memos, testifying before Congress, and dealing with key constituencies. Panelists will also provide tips on how to develop messages from research findings, how to use media to bridge research and policy, and how to become more involved in health policy and politics. 4:00 p.m. – 4:30 p.m. Thursday, October 23 9:00 a.m. – 11:00 a.m. ___________________ Archives |
